Special Moves
Fireball
Luigi's projectile has a relatively short range and acts completely differently than Mario's. While Mario's bounces along the ground, Luigi's isn't affected by gravity. It floats in one direction until it hits or runs out of energy. Due to its short range, its usage is limited. However, it can be used as a surprise attack from a distance.
Green Missile
This is very similar to Pikachu's Skull Bash. Luigi charges up power, and then releases it in a powerful headbutt. It has a 1/8 chance of a misfire, which shoots Luigi off at full charge. It's a good thing. The Green Missile doesn't have much offensive ability, as it is easily shielded. However, it can be used for horizontal recovery. It can be used multiple times in midair to return to the stage.
Super Jump Punch
Luigi's Super Jump Punch is not even remotely similar to Mario's. The Super Jump Punch only does 1% damage in the middle of the attack. However, if Luigi hits in the opening frames of the attack, the Super Jump Punch becomes a Fire Jump Punch, an excellent KO move. The move also doubles as a recovery move, having been fixed since Melee. Luigi can now grab onto a ledge when falling, a godsend when below the stage. Use this in conjunction with Green Missile to recover.
Luigi Cyclone
Luigi Cyclone is an attack that sucks opponents in and hits them repeatedly. If you repeatedly press the button, Luigi will rise up in the air. You can move with momentum to the right or left. More on this move's applications later.
Final Smash: Negative Zone
Luigi's Final Smash has quite a large range. In the giant orb of dark light, opponents take damage. Opponents also experience some... side effects. Possible side effects may include reduced attack power, greater launch distance, clumsiness, spontaneous flower growth, dizziness, forced taunting, drowsiness, and speed reduction. When an enemy is immobilized, finish them off with a Fire Jump Punch.
Basic Strategies
Luigi's ground attack isn't as safe as Mario's, since whiffing an attack usually ends in doom. Therefore, the number one rule for Luigi players is to be careful. Use your safest attacks to build up their damage so they don't get their best attacks in. If you charge the Green Missile and your opponent stands still, wait them out. They'll only shield against the attack and retaliate.
Advanced Strategies
On the other hand, Luigi's aerial assault is quick and painful. His Dair (down aerial for those who don't know the terminology) can be a meteor smash and his Nair (neutral aerial) is quite powerful, even doubling as a “sex kick” (It starts out strong, and it doesn't hit as hard after the original extension. Don't get it? Wait until you're older.). It can KO at 100% or above—quite powerful for an aerial. His Uair (up aerial) is great for juggling opponents. Use any of these aerials if your opponent leaves an opening. Get your opponent in the air with an up tilt or up smash and juggle away.
Expert Strategies
Learn the versatility of the Cyclone. It moves much faster than Luigi can run, so it's great for chasing down enemies that run away. It's great for clearing out crowds. It can even completely block some projectiles, such as Samus's missiles and Peach's vegetables. Since the move knocks an opponent into the air, you can use it to initiate some juggling.
Luigi's biggest stregnth and weekness is his sliding. He has the highest slide in the game, which can open tons of doors to masters of Luigi. Luigi can run, slide, and charge his up smash while still sliding towards an opponent.
1 on 1
Luigi is a versatile character, able to get close to an enemy or back away if necessary. One on one matches for Luigi really depend on your choice to either attack or run. If you wish to stay close to the enemy, use your aerials to rack up damage. If you want to back off, use fireballs and the Luigi Cyclone for some cheap hits.
Free for All
Use the Luigi Cyclone to clear out crowds, and use your fireballs when opponents aren't paying attention to you to really mess with their minds (and probably get them KO'd by someone else).
Against
Playing against Luigi should be all about punishing his mistakes. Watch out for his most powerful moves, as if he hits you with them, you won't be around for long.
